1992 Constitution of Mongolia established a structural basis of the constitutional democracy in the country. In the past 25 years, the provisions of the Constitution were put to the test of time and the Constitution served well for its purpose of protecting human rights and limiting the government. Although even a good constitution is not an eternal document and should be adapted to the necessary social development, the issue has to be approached carefully based on consensus and popular support. Providing an opportunity for the people to directly participate in the discussions around constitutional amendments was an innovative experiment in Mongolia. However, deliberative poll is just one of the mechanisms to promote citizens` participation in decision making. Although it increases the legitimacy of the proposed constitutional amendments, it will not replace a need for popular referendum and other participatory approaches. A lesson from the earlier amendments show that the hastily approving a broader change in the constitution without popular support and social consensus will inevitably lead to more constitutional problems to solve in the future.
