Based on the text of Deuteronomy 13:1-5; 17:2-7; 19:15-19; 21: 18-21; 22:13-21, 23-24; 24:7, this study aim to explain the structure and meaning of the "bi"arta formula" that has typically appeared, to diagnose the literary growth of the Deuteronomy law(Deuteronomy 12-26), and to find a new value system as law in laws. These texts include social justice issues and are closely related to the subject of purity and impurity of Leviticus.
The typical idiom of the "bi"arta law" consists of the close formula (Abschlußformel): "You shall remove the evil in the midst of you." This unique expression plays a central role in the Deuteronomic thought, which is the concern of the Deuteronomistic historians who are interested in how the society should deal with the crime as a judicial act of "the evil".
The analysis of these text suggests that through tradition criticism the fundamental thinking of the "bi"arta law" is based on the covenant tradition of the Deuteronomy. This thinking hints that it is greatly influenced by the Northwestern Semitic covenant tradition.
Comprehensively, the constituents of the "bi"arta law" propose the social concerns of Deuteronomy"s new era community of destiny through each of their texts. In particular, the "evil" which is emphasized in the judicial system in the text means unlawful acts which can be applied in the demonstration law. This "evil" can be seen as the intention of the tradition of the Deuteronomistic historians who want to apply to the new community religious power replacing the state-centered judicial power that can be applied in the Persian era.
