Purpose: Focusing on the main issues of Sports Toto, we try to grasp the perspectives of scholars. First, we consider the theory of gambling behavior. Second, the academic assertions and perspectives on Sports Toto are reviewed. Third, the direction of Sports Toto is suggested.
Method: Using the website http://www.riss.kr/, results of the search for “Sports Toto” as keyword were selected as the research target. Content analysis was used.
Results: First, as a legal gambling, Sports Toto is interpreted as originating from the background of trying to secure the function of financial expansion and justification of the capitalist state. Second, 1) In a study that analyzed the social contribution activities and public interest-linked marketing of the National Sports Promotion Corporation as the main variables, the necessity to renew the negative image related to the “speculative behavior” and to build a positive image was discussed. 2) Studies were conducted as follows: The claim that Sports Toto encourages speculative behavior is dangerous. It is closer to a play rather than a gambling, and should be regarded as a kind of leisure especially in terms of analyzing the skill of the player to hit the winner & winning team. 3) While recognizing the speculative behavior of Sports Toto, it is considered to be included in the sports category, and its public role of securing financial resources for sports promotion should be emphasized. 4) Concerning the risk of causing gambling addiction, game manipulation, and illegal gambling, focusing on the speculative behavior of the Sports Toto, the studies have been conducted to verify the effectiveness of various systems of the integrated industry supervisory board for the restoration or to estimate the substitutability and complementarity of the system. Third, more research should be done on the Sports Toto in improving the national awareness of illegal gambling and legal gambling as a healthy leisure activity, and in establishing & implementing strategies to lure illegal gambling into Sports Toto.
Conclusion: It is expected that results of various studies conducted in hits study will stimulate the academic approach to the Sports Toto and contribute to the provision of some implications for the establishment of related policies.
