This paper starts with the following premise: that the lack of distinctiveness of most comics festivals, is largely due to the fact that considering themselves as a specialized arts festival, their organization fails to give due considerations to their cultural rights. To support this hypothesis, we analyzed a number of data coming from the Bucheon International Comics Festival, one of the principal comics festival of South Korea. In fact, Bucheon citizens" relationship to the city"s festival has not been a strong one. Such a phenomenon is not uncommon among other city-based comics festivals. Yet, France appears to be an exception: most comics festivals in French cities began as citizen initiatives, and resulted in festivals bearing their local characters. This observation points to the need for Bucheon Comics International Festival to become a "festival for Bucheon citizens". Whether this study could be relevant to local festivals pertaining to other artistic and cultural areas, is a question which we for will the time being, leave for a future paper.
