This study focuses on how Korean society had used individual workers’ femininity to cover contingencies in the field. While buses became the core of public transportation, as a part of public service during the 1960s and 70s, their management fell under private companies. Since most Koreans were still not familiar with getting on buses and paying the fare, a new convention was necessary for businessmen to make profits through this process. However, it caused unexpected costs and conflicts when a new convention was settled. Since the Park Chung-hee group decided to change all the bus attendants to females, saying that women could give better “service”, those female service workers in the field had to accept that burden with their vulnerable position. This extinct occupation shows us transitional characteristics of the gendered service labor in Korean society during the modernization. First, when workers’ femininity was obviously objectified to fill out the content of the word “service”, its basis was nevertheless unclear, as if somewhere between the market economy and the public sector. Second, the service workers encountered capitalistic exploitation based on their gender, under the collusion between employers and the government, which also alienated these female workers as ‘the other’ with paternalistic rhetoric. During this era, a Western concept “service” was translated into existing concepts in Korean society like kindness, public duties, or politeness, as it eventually put service workers into the Korean style hierarchy.
