This paper describes the nature of public projects under Japanese colonial rule by looking at changes in water supply operations and movements in local communities in Incheon. After the implementation of the local autonomy system(Bu-Je, 府制), conflicts between the Governor-General of Joseon, the Gyeongseong and the Incheon over the inheritance of the water plant were triggered because the quantity of Noryangjin water plant was divided into two parts.
However, the maintenance group of the Incheon community responded more actively to the issue of the return of Noryangjin water plant than the Incheon authorities, which had been cautious about management. The Incheon-based maintenance group formed the Capital Relocation Association and insisted on the inheritance of the Incheon water plant in Noryangjin. They presented the issue of attribution to the water plant including holding the Bu-min Contest and asking to the authorities several times. Thanks to this response, the Noryangjin water plant was able to be returned to the Incheon City. On the surface, it seems that the Incheon community"s request is for the people, but it was actually aimed at collective interests of the local economic network. the movement of maintaining Noryangjin water plant to Incheon-Bu can be said to have a strong fighting nature for the interests of local businessmen. As shown by the reserved attitude based on the financial status of the Incheon City, the capital"s sub-film heralded an increase in water supply fees. Since the 1920s, water supply plans and fare collection methods have resulted in the logic of “principle of beneficiary burden” and “subordinate transfer of administrative management.”
