As the E-commerce market grew, the SCM strategy of B2C logistics became significant, focusing on services that quickly pick and deliver small quantities of products ordered by customers. The fourth industrial revolution led to the emergence of an automated fulfillment center to meet the needs of high customer service level. However, it may be difficult to introduce the automated facility because of its long payback period due to high investment cost and the environment of the rented warehouses where the customers may change over time. For this reason, DPS is the most frequently installed the semi-automated facility for the domestic B2C logistics centers. Therefore, this study suggests the DPS design guides and the improved replenishment process introducing the ideas of previous and on-demand replenishment which are implemented at the fulfillment center A where the case study was conducted. The results of this study confirmed that for the most cost-effective DPS operation is when the fixed locations are 100% replenished before picking and the rest of the free locations are replenished as needed while picking. It has been confirmed that the labor cost will be higher when picking starts with too little or too much replenishment, that it is significant to set the proper amount of replenishment for the most efficient operation.
