This study seeks to analyze the relationship between the open recruitment system for principals and competency development activities, and the mediator effect of collaboration among school members between the two variables. Utilizing 2017 survey results of 1,040 schools from 「KELS 2013」 data set, descriptive statistics and simple regression were performed and SPSS PROCESS Macro 3.5 was used to verify the mediator effect. We found that the competency development activities are being carried out more actively in schools where the principal is appointed through the open recruitment system. In addition, the collaboration among school members was found to mediate the relationship between the open recruitment system for principals and the competency development activity. Based on the results, we suggested implications for designing the principal employment system that can motivate the principals to change schools and facilitating the collaboration among school members at the unit school level and drew suggestions for further study to overcome the limitations of this study.
