The safeguarding policies of intangible cultural heritage in North Korea were institutionalized after the enactment of the Cultural Heritage Protection Act in 2012. The purpose of this study is to clarify how intangible cultural heritage were investigated, studied, and transmitted in North Korea before the introduction of the intangible cultural heritage safeguarding system. First, I summarize the current status of the intangible cultural heritage safeguarding policies in the field of Korean traditional music after the enactment of the Cultural Heritage Protection Act. Next, I focus on the transmission pattern of folk traditions in the 1990s and 2000s as the basis for introducing a safeguarding system. Specifically, using the collected works in Joseon’s Folk Traditions and the transmission pattern of Bongsan mask dance as examples, I examine the actual conditions of the investigation, research, and transmission of folk traditions in North Korea. Since the mid-1980s, when the “Joseon People First” principles were advocated, research and transmission of folk traditions have been actively conducted under the guidance of Kim Jong Il. My paper concludes that this became the contextual basis for the enactment of the Cultural Heritage Protection Act in 2012. In the Kim Jong Un era, as the “Joseon People First” principles sublimated and developed into the “Our State” principles, the safeguarding of intangible cultural heritage became institutionalized as a national policy.
