In February 2019, the Central Committee of the Communist Party of China and the State Council issued the Outline of the Development Plan for Great Bay Area of Guangdong-Hong Kong-Macao (hereinafter referred to as the outline), which formally incorporated the construction of the Great Bay Area of Guangdong-Hong Kong- Macao into the national strategy. Throughout the three bay areas, they all start from the port economy. The development of port industry cluster is not only the core of port economic development, but also the core of developing regional economy and enhancing competitiveness of great bay areas. Based on the case study of foreign excellent port industry cluster, this paper summarizes the experience of foreign port industry cluster development, analyzes the strengthes, weaknesses, opportunities and threats faced by the development of port industry cluster in great bay areas, and then summarizes four strategies for the development of port industry cluster in great bay area: strength/opportunity strategy, strength/threat strategy, weakness/opportunity strategy, weakness/threat strategy.
