The purpose of this study is to suggest the necessity and direction of social security reform in the fourth industrial revolution era. The fourth industrial revolution is expected to involve both quantitative and qualitative changes in labor market. Especially, as platform labor is expanded on the basis of the progress of digitalization technology, the traditional employment contract relationship has been changing in quality. In recent years, the labor market has become very unstable due to the expansion of fixed-term contracts and the proliferation of evasion strategies from employment status framework. Diversification of irregular employment status is more intensified in platform labor. In this reality, the platform workers are excluded from the labor law and the social security law because they can not satisfy the worker status under the employment status framework, and the actual working environment is reported to be very poor. This study suggests three strategies to overcome the precariousness of platform workers and guarantee labor rights and social security benefits; The extension of the employment status framework for the recognition of worker status, the transition from employment-based social insurance to income-based social insurance, and the basic income as a universal social security system.
