Despite the development of the theory of the commons and the spread of its practices, there is a lack of discussion on the specific distribution method of the commons. The issues of how to distribute the common wealth, and of how the legitimate distribution of it affects the maintenance and expansion of the commons, have not been properly dealt with. Commoning, a key concept in understanding the commons today, refers to a series of practices that recognize and (re)produce the commons. If so, distribution, one of the processes of commoning, should also be dealt with from the perspective of the commons.
This study attempted a theoretical expansion by differentiating and elaborating the concept of commoning into primary commoning and secondary commoning, while paying attention to the core meaning of commoning, considering the specific distribution method of the commons. Primary commoning refers to any action of discovering, recognizing, using, maintaining, conserving, and managing the commons, and secondary commoning refers to common wealth dividend in an unconditional and universal manner.
A case study was conducted on Children’s Basic Income at Pandong Elementary School to show how secondary commoning is actually implemented and how it contributes to the maintenance and expansion of the commons. Through this, it was revealed that secondary commoning is an effective commoning mechanism for the maintenance, (re)production, and expansion of the commons. Pandong Elementary School created a new commons of the school canteen, but faced the problem that only a few children used it. In this situation, teacher K and other commoners decided to provide children"s basic income to all children so that anyone could use the canteen. As a result, the canteen was revitalized as a place where all the children could use, and the sense of equality and solidarity was strenthened. While experiencing revitalization of the commons, the commoners grew up as subjects and became more concerned with the maintenance and expansion of the commons. Furthermore, the local community to which Pandong Elementary School belongs also stepped forward to support Pandong Elementary School, and external sponsors appeared. And this experience with children"s basic income also expanded the commoners" perception of the universal welfare system.
