Development to expand urban area has been done until now, but these days it is getting important issue to regenerate urban area. There are many problems in the deteriorated area such as population loss, poor physical environment, empty properties, high levels of crime, vandalism. Regeneration improves an area to bring about lasting economic, social and environmental changes. It can bring life back into an urban area to encourage to thrive, but this causes masses of people to leave the area, leaving those could not afford to move. This phenomenon is called gentrification. It is a process of renovation of deteriorated urban neighborhoods by means of the influx of more affluent residents. The causes of gentrification are conversions, speculation and real property taxation. Conversions can escalate the value of property and rase rent, thus displacement results from the lack of alternative rental property in the neighborhood. Speculation raises the price of property, so it is the driving force behind displacement. Rising property taxes cause displacement problems. Most city planners will be reluctant to mitigate gentrification at the local level because The influx of middle and upper income persons is beneficial to the tax base. In all regeneration programmes, public money is used as an attempt to pump prime private investment into an area. The backing and involvement of local people is usually crucial to the success of regeneration. Therefore, it is needed to establish law and system to control the problems of regeneration. The people who live in regeneration area should take part in the process of the project to protect their right. The written notices should be given to the tenants to give them for tenant participation. The obligation to control gentrification should be given to the government when implementing the project. Zoning ordinances and other urban planning tools or Community land trust can be used to recognize and support local business and industries.
