In order to promote the continuous growth of Korea and the improvement of the quality of life of the people, it is essential to manage and regenerate the residential, economic, social, and cultural environment of the region in a sustainable form. In this regard, urban regeneration, especially in declining areas, has significant implications. However, in order to expect a successful promotion and revitalization of urban regeneration, the role and support of the public sector alone are limited. Thus, this paper researched the realization of urban regeneration using private experience or funds. First of all, considering the reality of Korea (Decreased population of small and medium-sized cities, decreased physical environment, etc.) and the expected harms, it was clear that urban regeneration centered on declining areas is needed rather than growth-oriented urban policies. Furthermore, the significance of private participation urban regeneration projects was examined from the perspective of effective urban regeneration, and the possibility of urban regeneration using the performance-linked method was sought based on the recent trends of Korea and Japan.
