Pupose: The purpose of this study is to confirm the manual for ensuring the maritime safety. Through this, it is possible to draw out the problem and improvement plan for prevention and response activities in maritime accident. Recently, related organizations have prepared various manuals to secure maritime safety. However, it is excessively complicated and stylized in this manual. These manuals should be improved according to the characteristics of the field. Methods: This study is a literature review conducted to analyze the manual in central government. The concept and definition about maritime safety were used by documents of relevant organizations. And the status related to maritime accidents was collected and reconstructed by national statistics. Conclusion: Manuals related for maritime safety need to be improved with a focus on the field. The improvements proposed in this study are as follows: First of all, manuals need to be modified mainly for points and work organizations. Second, the manual should be improved to establish a cooperative system for maritime safety. Third, there is a need to refine the scenarios for marine safety. Fourth, it is necessary to improve the accessibility of the manual.
