This study aims to empirically investigate how local governments’ capacity and policy tools affect the people’s willingness to move in order to suggest implications for setting policy directions for the local governments striving from various angles to population inflow. In previous studies, economic and transportation factors have been discussed as the most powerful factors influencing director intentions. However, at a time when local governments are devising various policy tools for population inflow, such as local extinction, and competitively attempting to increase the population through cash expenditure, I would like to examine what capacity and policy tools local governments can lower their willingness to move. As a result of the regression analysis based on the survey results, different results were derived depending on the presence or absence of children, whether they were single or married. It has been confirmed that the intention to move is lowered when the people who perceive that local governments have high capacity are married or when they have children while married. On the other hand, it was found that the pull factor of the area you want to move to increased the people’s intention to move, and it was confirmed that the people who experienced promotional materials for population policy in the area where they live showed lower intention to move. In particular, married or married with children have statistically significant results, suggesting that local governments need to make efforts to promote policies and utilize policy measures according to the characteristics of policy recipients.
