Each country surrounding the Korean Peninsula(USA, China, Japan, and Russia) has analyzed their security environment and threats to establish military strategies and defense policies, also constructed military forces to realize them. The defense budget is the practical support and will for this. Therefore, it is meaningful to analyze the determinants of the defense budget in Korea. We suggest the effects and implications of environmental determinants which are consist of socioeconomic factors(real GDP, GDP deflator, population, unemployment rate), political and administrative factors(political color, elections, previous year"s budget), and security factors(potential threats to neighboring countries, North Korea"s military threats) on the decision of defense budget through time series analysis.
The significance of this study is that first, the determinants of the defense budget were analyzed based on the theoretical backgrounds. Second, the total defense budget was analyzed by subdividing it into detailed items such as Force Improvement Cost(FIC) and Force Maintenance Cost(FMC). Third, the way to quantify and index the North Korea"s provocation, which is a direct threat toward South Korea, was presented. Fourth, the model was presented to analyze whether threats are reflected in the annual budget through the mid-term plan in the PPBEES.
