This study aims to analyze the necessity and significance of community impact assessment (CIA) as a system to counter the negative impacts of urban development projects on the local community. Urban development projects are divided into new development and urban redevelopment, and the negative impacts that may occur in the development process are analyzed for each development stage. Through a systematic review of previous studies, expert opinion survey, and case study, these negative impacts were largely classified into distributive and community impacts, and detailed impacts were figured out for each category. The former includes housing and business instability; inequality within the project area; and deteriorating quality of life in surrounding areas; while the latter includes exclusion from information and participatory processes; disintegration and weakening of communities; social and cultural exclusion; and loss of local identity. We suggest that the CIA should evaluate the impacts based on the framework that has evaluation items linked to the results of this impact analysis and draw countermeasures to prevent them.
