As the impact of artificial intelligence (AI) grows, ethical concerns about AI are becoming more prominent. As a result, some argue that AI ethics should be covered in depth in AI education. However, education programs dealing with various topics of AI ethics, particularly at the elementary and middle school levels, remain scarce. In this study, an AI ethics education program for elementary and middle school students was developed using the ADDIE model, and its effectiveness was demonstrated. First, five topics to be covered in the AI ethics education program were chosen based on prior research, including "reliability," "bias," "non-maleficence," and "responsibility." On this basis, a draft of educational goals, characteristics, and content was designed. Following that, implications were derived from the pilot program"s application, and program improvement points were discovered through expert evaluation and reflected on to derive the final program. Finally, the final program was implemented to 312 students in 14 elementary and middle school classes across the country, and its effectiveness was assessed quantitatively and qualitatively via pre-post questionnaires and interviews. As a result of the analysis, this educational program brought significant changes to students" interest in AI ethics, awareness of the need for AI ethics education, and attitude toward AI ethics. The education program proposed in this study can be a reference for educators who want to design and develop an AI ethics education program. Furthermore, free class materials for teachers and student activity sheets based on the educational program proposed in this study were distributed on the web, and these are expected to be used practically by educational groups that want to implement AI ethics education for elementary and middle school students.
