The purpose of this paper is to analyze the determinants of income class mobility in fishery households. A Fishery Household Economic Survey was used for the analysis, and fishery income was reclassified based on the concept of absolute income applied by the OECD. Binary logit and multinomial logit model were used as empirical analysis models. The main results are as follows:
First, the current income distribution is seriously disproportionate in all categories, and the mobility between income classes is rigid. Second, it is difficult for low-income fishermen to make a living solely from fishery income. Third, public subsidies are estimated to be an important variable in class mobility, and the share of public subsidies in fishery income is increasing every year. However, there was a large gap in the amount of public subsidies received between fishermen. Therefore, it is necessary to review support programs and payment plans taking into account a variety of conditions including the size of fisheries. Finally, the age of fishermen was estimated to be an important variable in the analysis of determinants of all classes. With the demographics of fishing villages increasingly aging, more active discussions are needed on the expansion of the income safety net for fishermen.
