To find a method for an efficient management plan for the public facilities of Gyeonggi-do Gwangju-si, this study analyzes current socioeconomic changes and status of the city’s public facilities. Gawanju-si has high population growth, and the older population is rapidly increasing in Gyeonggi-do. Thus, it is predicted that the demand for public facilities will increase. According to analyses of current public facilities in Gawanju-si, there is a dearth of information about the selection of operating entities, the evaluation of operating methods, and the classification of public facilities. Additionally, there is a lack of comprehensive plans and efforts to operate efficiently, although the number of public facilities has continuously increased.
Based on analyses of public facilities, this study suggests manuals for selecting their operating entities and classification. The city government will first discussing governmental intervention in the supply of public facilities. Gawanju-si must use criteria such as the potential need for direct management, professionality or a multipurpose complex when building a new public facility.
This study suggests five types of public facilities for efficient management, such as simple/independent, simple/affiliated, complex/independent, complex/affiliated and multipurpose/independent. Gwangju-si must make the best use of administrative welfare centers for public facilities that do not require professional management. If a facility requires professional management, the city government must choose a careful operational method.
Given the cultural foundation, there is a strong likelihood that facility management tasks would be concentrated on the urban management corporation. In this sense, the city government must enforce total workload regulation on urban management corporations.
Gwangju-si should draw up a comprehensive plan to respond preemptively to socioeconomic changes. The city government also needs to manage its assets. When Gawangj-si builds a new public facility, the city government should try to increase its accessibility.
The public facilities in Gwangju-si need to strengthen the foundation for self-reliance through profit-making. If the deficit structure of public facilities continues, it will be a financial burden for Gwangju-si. Alternatives for self-reliance could include the realization of charges, the right to use name, and the permission to advertise in public facilities.
Specific evaluation criteria are required to operate and manage public facilities, because there are no specific standards for their operation. When the city government is building new facilities, reasonable standards would include publicness, synthesis, economic feasibility, specializing, and responsibility.
