This study examines the institutional change of the government-civil society partnership in international development cooperation of Korea with a approach of Historical Institutionalism. The study analyzes Korean government-civil society partnership from 1995 to 2021 with the perspective of external environment, idea, institution and actor. As a result of this study, government, civil society as actors and their interaction were important factors in institutional change. As an external environment OECD DAC system and humanitarian crisis significantly influenced on institutional change. Comparatively, as an idea, humanitarism and Aid Effectiveness Principle, and as an institution, law and policy had less influence on institutional change.
