This study aimed to present the new document composition system, especially of chapter-section-paragraph for the development of better national curriculum frameworks. For this, this study established the major perspectives of development through preceding researches. After comparatively analyzing the composition system of previous national curriculum frameworks of Korea, this study proposed the future tasks in the exploratory dimension. Also, by comparatively analyzing the national curriculum frameworks of Finland and Britain, and the case of IB(International Baccalaureate) known as high-quality curriculum framework, this study drew the implications for the national curriculum frameworks of Korea. In order to propose the new document composition of chapter-section-paragraph of national curriculum frameworks based on such literature review and comparative study, first, the content validity was verified by conducting a survey on the researchers’ basic ideas targeting some experts in curriculum. The finally-developed composition system was composed of major areas such as Curriculum Platforms, Curriculum Frameworks, and Curriculum Guidelines including total three chapters, 19 sections, and 60 paragraphs, which presented the characteristic or differentiated parts from the past. This study has a bit of limitation as the close verification of validity should be followed up because of the enormous research scope. However, this discussion of curriculum could become a chance to trigger every researcher’s deliberation by questioning about ‘What kind of curriculum is good?’.

본 연구는 현행 교육과정에 대한 비판적 이해와 바람직한 교육과정에 대한 창의적인 개발이라는 교육과정학의 탐구에 기초하여 더 나은 국가 교육과정 총론을 개발하기 위해 문서의 구성체제, 특별히장-절-항의 새로운 구성안을 제시하고자 하였다. 이를 위해 먼저 선행연구를 통해 개발의 주요 관점을사회?학습자?교과의 균형적 고려, 요강화(要綱化), 단위학교 교육과정 편성·운영 자율성 확대 등으로 설정하였다. 이후 우리나라의 역대 국가 교육과정 총론의 구성체제를 비교·분석하였고, 탐색적 차원에서향후 과제를 ‘국가·사회적 측면의 반영, 학습자 발달 및 세대 특성에 부합하게 하고 진로와 연계, 교과특성의 보장과 총론-각론 간의 안정적인 연계, 단위학교의 자율성 강화, 차별화된 특징 포함’ 등으로제안하였다. 또한 핀란드와 영국의 국가 교육과정 총론과 질 높은 교육과정 프레임워크로 알려진 IB의사례를 비교·분석하여 우리나라 국가 교육과정 총론에 주는 시사점을 ‘문서 구성체제가 문서의 성격을드러낸다는 점, 단위학교의 교육과정적 자생력을 추동한다는 점, 미래지향적 교육 담론을 반영하여 문서에 체계적으로 반영한다는 점, 활용도 면에서 확장성을 띤다는 점’ 등으로 도출하였다. 이러한 문헌연구와 비교연구를 바탕으로 국가 교육과정 총론 문서 장-절-항의 새로운 구성안을 제안하기 위해 우선으로 연구자들의 기초 아이디어들을 명제화하여 교육과정 전문가 35명에게 설문조사를 실시하고 내용타당도를 검증하였다. 최종 개발된 구성체제는 크게 ‘교육의 방향과 목표, 각론 구성, 교육과정 실행지침’의 대영역으로 총 3개 장, 19개 절, 60개 항으로 이루어졌으며, 이전과 차별화되거나 특징적인 부분을 제시하였다. 본 연구는 그 연구 범위의 방대함과 면밀한 타당성 검증 작업이후속되어야 한다는 측면에서 일정한 한계를 지닌다. 그러나 이러한 교육과정적 논의를 통해 ‘어떤 교육과정 문서가 좋은 것인가?’라는 질문을 모든 교육과정 연구자에게 던지며 이들의 숙의를 촉발하는계기가 되었으면 하고 기대하는 바이다.
