Demand and expectations for 3D spatial information are improving due to the development of policy directions and technologies such as digital twin and metaverse. Accordingly, the government and local governments are striving to build three-dimensional information on the real world into cyberspace and provide services. However, it takes a lot of time and money to build a three-dimensional building in cyberspace, and the scope of three-dimensional construction is also being conducted for the region, so overlapping construction occurs. Therefore, it is efficient to build and update only the changed buildings in three dimensions. Therefore, this study presented systematically necessary improvement measures based on the method of detecting building changes using road name addresses and building registers that are easy to obtain information on buildings during three-dimensional construction and obtaining building data using unmanned aerial vehicles.
