The accession of ten new member states (NMS, EU-10) to the European Union (EU) in 2004 necessitated a reform of the institutional system of the EU and of its decision-making procedures. The Treaty of Nice, which was signed in 2001 and came into force in 2003, introduced some changes into the body of the treaties that were meant to prepare the bloc for the accession of these NMS. These changes concerned the number of commissioners per state, the weighted votes for individual member countries in the European Council, and the number of seats in the European Parliament allocated to each member country. This study analyzes the different measures that were taken and examines how they prepared the integration of the NMS in the bloc. It also investigates how far the NMS have benefitted from the payments from the EU such as regional and agricultural funds and looks at the economic, demographic and social developments in the NMS after their accession. It comes to the conclusion that the integration of the NMS into the EU was largely successful, even though there is still a huge wealth gap between the old member states (OMS) and the NMS.
