Three past decades have witnessed the substantial change and modification in performance management system in public enterprise since the legislation of the Act on the Management of Public Institutions. This system has been evaluated to escalate the overall capacity of public institutions. Despite its positive role, it has been criticized to focus on control-oriented management system from top-down perspective. In turn, this often overlooks public enterprise’ own traits and diverse function in their missions. This study addresses the next direction toward the innovative public enterprise by highlighting the possible relation between the results of performance evaluations and type of industry. Our findings reveal that there is significant difference of performance evaluation outcome by industry. This offers policy implications for much individualized performance management system.
