Since the inauguration of the Joe Biden administration in January 2021, opinions and prospects have been divided on future of the U.S. domestic and foreign policies. In particular, interest is high in the U.S.-China relationship, which has been evaluated as the worst since the post-Cold War, as it has deteriorated since the inauguration of Trump administration in 2017 and the U.S.-China trade conflict in 2018. It is rare to see rosy prospects that U.S.-China relations will return to the old good days, but at the same time, the Biden administration’s approach, distinct from the Trump administration, of ‘competition and coexistence’, is also evident from the comments and contributions of Biden administration officials. But will there actually be a recurrence of the cooperation with China on climate change issues during the Biden period? And will the U.S.-China relations, which had been a tense situation, also come to a new phase by reviving the momentum for cooperation? This paper begins with these questions. In the process of obtaining answers, the first chapter explains the background and research questions, and the second chapter considers climate change issues and the necessity of U.S.-China cooperation. The third chapter presents U.S.-China relations and climate policies to the new era of Biden, and the fourth chapter analyzes whether climate change issues will actually be a breakthrough in the U.S.-China relations. In the conclusion, the fifth chapter presents analysis result and implications.
