This study aims to propose a new framework to be used to monitor and analyse the development of local welfare in Busan, a metropolitan city, based on the new legislation of the 2013 Social Security Act. Local social security statistics play a critical role in establishing a local master plan for social security in every 4 years and implementing evidence-based policies of the local government. For listing local social security statistics, this study focused on welfare programs and services of the local government, considering the nature of local social security statistics and the relation of local security statistics to the state social security statistics. As a result, this research proposed a multidimensional matrix which included the X axis of policy areas and the Y axis of target groups with a life cycle and special needs. Each policy area of the X axis has three dimensions of ‘needs?risks-inputs-outcomes’ which represent residents’ welfare needs, the local government’s effort, and the development of local welfare. A total 290 individual indicators were proposed: 38 indicators for population and household, 83 indicators for needs and risks, 79 indicators for inputs, and 90 indicators for outcomes. These, as welfare indicators rather than as social indicators, came from the state social security statistics, the local social welfare plan, the local social research, and other survey data of Busan.
