The purpose of this study is to draw implications based on the experience of responding to social welfare facilities for Covid-19 of social disasters and to explore the direction of the operation of social welfare facilities including efficient and effective provision of welfare services in the future. For this purpose, the focus group interview method(FGI) was conducted for the workers in social welfare facilities in Busan by using qualitative research method. According to the results of the study, the lack of public-private cooperation in response to disaster situations, lack of guidelines on facility operation and service provision, lack of financial difficulties in facilities and safety management of workers, worries about new service delivery methods, and concerns about the function and role of social welfare facilities and identity were deepened. Based on the experience of Covid-19 response of social welfare facilities, it is necessary to establish a public and public cooperation system and share roles in order to provide stable operation and service of social welfare facilities in the future. It is necessary to develop standardized manuals related to prevention management and service provision according to consistent guidelines for emergency care services, facility types, infectious disease crisis warning stages, and service types.
