The Ministry of Education recently announced the new direction of the revised curriculum for 2022. The main task of the future-oriented curriculum is to design a learner-led personalized curriculum. This study argues that the current paradigm of primary English education needs to be changed in order to implement the personalized curriculum successfully. Specifically, this study proposes that the new paradigm of primary English education needs to meet the following conditions. First, the goal of primary English education should be set on improving the basic English ability necessary for developing learners’ future competencies rather than on communication skills. Second, English education should be geared up for promoting cognitive/academic English proficiency rather than for everyday English proficiency so that the students are able to develop their future competencies. Third, the priority of language function should be given to reading and listening rather than to speaking, and speaking and writing should be taught in conjunction with listening and reading. Fourth, the approach to English education should be shifted to student-led learning from teacher-led teaching. Fifth, English learning materials should be provided which reflect learners’ levels and interests. Finally, as a model of individual customized English education for the new paradigm, this study proposes an English Book ReaStening approach. Through the approach, students can solidify their basic English skills and develop their future competencies.
