1990년 독일이 통일된 이후 남북한의 통일에 대한 기대도 커졌다. 그러나 다시 30여년이 흘렀고, 현재 남북한 교류․협력의 축소, 북핵 문제로 인한 국제적 갈등의 심화 등으로 인하여 통일은 다시금 멀어진 것으로 느껴지고 있다. 그러나 통일의 준비는 여전히 필요하고, 중요하다. 다만, 과거의 통일 준비에서 한 단계 진화된, 더욱 효율적인 통일 준비가 필요할 것이다. 이를 위해서는 기존의 통일 준비작업에 대한 전체적인 점검과 더불어 미비점을 보완해야 할 것들, 변화된 현실에 맞추어부분적으로 수정되어야 할 것들, 완전히 새롭게 바뀌어야 할 것들에 대하여 숙고해야 할것이며, 그 바탕 위에 통일 준비의 시너지 효과를 극대화하는 방안을 마련해야 한다. 통일을 준비하는 것은 매우 방대한 작업이다. 한편으로는 통일의 가능성을 높이기 위한 남한 내부의 통일에 대한 공감대의 유지를, 다른 한편으로는 북한의 적극적 통일 의지를 고무하여야 하며. 통일에 유리한 국제환경의 조성에도 노력해야 한다. 그러나 그 이상으로 방대한 작업은 통일 이후의 국가 시스템의 형성 및 사회통합을 위한 준비일 것이다. 이러한 방대한 통일의 준비작업이 성공적으로 수행되기 위해서는 몇 가지 주목해야 할점들이 있다. 첫째, 통일의 원칙과 기준에 대한 공감대가 확고해야 한다. 현행헌법 제4조에 따라 ‘자유민주적 기본질서에 입각한 평화적 통일’이 통일의 원칙에 대한 곰감이 더욱 강화되어야하며, 필요시 헌법개정을 통해 통일방안 등에 대한 구체적 규정을 두는 것도 고려될 수있다. 둘째, 통일 준비의 실질적인 콘트롤 타워가 필요하다. 그동안의 경험에 비추어 보면, 통일부가 그 역할을 하기에는 역부족인 것으로 보이며, 대통령 또는 국무총리 산하에 이를 위한 조직을 두는 것이 필요할 것이다. 셋째, 통일 준비의 콘트롤 타워를 중심으로 통일에 관한 정부 및 민간의 준비작업들이섬세하게 조율되고, 시대의 변화에 따라 적절하게 업데이트될 필요가 있다. 이를 통해 수많은 통일에 관한 준비작업들이 보다 효율적으로 진행될 수 있을 것이며, 통일의 시점에더욱 빛을 발할 수 있을 것이다.

After the reunification of Germany in 1990, expectations also increased the reunification of the two Koreas. On the one hand, it is necessary to reach a consensus within South Korea on the reunification to maintain the possibility of reunification increase, and on the other hand the active will of North Korea for reunification support financially. Efforts should also be made to create one for the reunification to create a favorable international environment. The massive work in addition, however, the preparation for the formation of a national Systems and social integration after reunification. In order to successfully carry out these massive preparations for unification can, there are a few points to consider. First, consensus must be reached on the principles and standards of reunification stand firm. According to Article 4 of the Korean Constitution, the “peaceful settlement on the basis of the free-democratic basic order" further strengthen the sense of the unification principle. If appropriate, it can be considered through amending the constitution to make specific provisions for the reunification process.` Second, a practical control tower for the reunification preparation needed. Based on past experience, the Ministry of Unification seems not to be sufficient to fulfill its role and it will to that end give an organization headed by the President or Prime Minister must. Third, the state and private preparatory work for the Reunion under the guidance of the tower carefully coordinated and be updated as the times change. This allows numerous Preparations for reunification will be carried out more efficiently, and it will shine even more at the time of reunification.
