This study aims to analyze the changes in policy environment as well as roles of and interactions among related actors in the process of coal phase-out energy transition in Dangjin, Chungcheongnam-do. Existing studies on local energy transition have focused primarily on the development and management of regional conflicts over the construction of coal-fired power plants, nuclear power plants and transmission lines. Also, there is a lack of discussion on the roles of and interactions among various actors who participated in coal phase-out including the central and local governments. Therefore, this study organizes an analysis framework based on policy network theory and analyzes the changes in policy environment and policy network during the course of coal phase-out energy transition in Dangjin on the basis of literature review and in-depth interviews with key actors. Furthermore, relationship-centered structural analysis is carried out, covering the factors that facilitate or impede the expansion of networks and the key actors who lead the process in the analysis. Through this, this study derives policy implications for local energy transition to achieve carbon neutrality. As a result of this study, information providers who lead agenda expansion, such as the Korean Federation for Environmental Movements of Dangjin, are essential in the policy network so that the agenda is not limited to individual interests such as property rights. In addition, communication structures and methods suitable for local contexts should be established, and active leadership to form supportive public opinion on energy transition needs to be formed at various levels, including villages and local governments. This is expected to promote the transformation of existing centralized top-down only energy policy making structures by expanding bottom-up structures led by regional actors and local governments’ participation, which would accelerate the establishment of decentralized renewable energy system.
