The current status and issues of management in financially supported employment programs in the fields related to physical education were observed focusing on direct job creation programs. The results and proposals of literary research conducted for this purpose were as follows. Of financially supported employment programs in the Ministry of Culture, Sports, and Tourism, there were three kinds of direct job creation programs that were being financially invested in and they were sports for all instructor activity support programs, physical education activation support programs for the disabled, and elementary school sports instructor support programs. They were adopted for the creation of jobs for young adults and they support labor costs through national and local expenses using matching fund methods. Sports instructor certification is an essential qualification needed for employment and fixed term contracts that pay minimum labor costs are repeated. For increased employment rates of highly educated youth, the issues are the quantitative expansion of job numbers, efficient work departments and turnover rates due to low wages, difficulties in private job migration and repeated participation permission, and low employment stability and transition status out of fixed-term contracts.
