This study aims to propose policies to identify problems with the management of elite sports instructors by the Chungbuk Sport Council. As for methodology, the investigators conducted an in-depth interview and conducted a literature study to support it. Three problems were identified: first, elite sports instructors had an unstable status due to the annual renewal of their contracts; second, they suffered difficulties due to poor working environments including low wages; and third, they were subjected to excessive regulations including the annual submission of a letter of recommendation. The study proposed the following policies to improve the problems: first, elite sports instructors should be converted to a regular position; secondly, their treatments should be improved along with the observance of the service regulations in the field; and finally, the system should be improved to eliminate the requirement of a letter of recommendation from the head of an event group for the renewal of their employment. The appointment restriction regulations should be alleviated from records at the National Sports Festival to those at any national-level competitions.
