As modern people’s lifestyles become increasingly diverse, the role of spaces that provide information, education, and cultural functions to local residents and support life in the community is increasing. In particular, public facilities play a central role in the community and are closely related to people’s daily lives. Therefore, the location of public facilities and the quantity and quality of services provided are factors that determine the quality of life of citizens. However, public facilities require enormous capital inventory, and regardless of the purpose of the facility, large costs are incurred due to neglect of management such as insufficient maintenance. Due to these problems, local governments have recently preferred to integrate various facilities into one rather than having only one facility on one site. In particular, as public libraries are required to have cultural functions as community facilities in addition to their natural reading and lending functions, various spaces are being created to support the cultural and leisure activities of local residents. In other words, public libraries are transforming into complex cultural spaces. The purpose of this study is to derive key issues for planning a complex library. To this end, this study seeks the direction of development of complex libraries according to the trend of complexification of public libraries. By analyzing the tasks of the comprehensive library development plan in theoretical considerations, we derive the flow of development direction according to the tendency of public libraries to be complex, and investigate the perception of the complex plan of public libraries among users who actually visit complex libraries.
