This study examines how an urban slum overcame its poor socio-cultural environment and restructured itself as a new tourist destination. The study also explores the socio-cultural meaning of restructuring. Particularly, this study might help understand the original meaning of slumism through analysis of the characteristics of complex relationships within an urban slum. Recently, a new method of urban regeneration using tourism has emerged, wherein a city treats the undeveloped slum as a tourism resource to promote economic revitalization. A good example of such tourism is poverty tourism and slum tourism, and this study takes the urban regeneration in Gamcheon Village, Busan as a case in point. Poverty and slum tourism have raised ethical issues. In the process of urban regeneration, interactions, exchanges, and conflicts among individuals can emerge as ethical issues in terms of poverty tourism because tourism has various convergence culture characteristics. Therefore, it is essential to carefully analyze the conflict between tourists’ desire to pursue authenticity in poverty tourism and residents’ desire to expect development. This study attempted to expand into cultural convergence research through a review of theories related to tourism ethics; it could be viewed as practical research that precedes subsequent integrated interdisciplinary studies. Using tourism in terms of tourism ethics, this study examines the problems arising from urban regeneration and also helps create an alternative policy model.

본 연구에서는 슬럼지역이 열악한 사회문화적 환경을 극복하고 새로운 관광지로서 재구조화되는 과정을 살펴보고, 그 사회문화적 의미를 도출하기 위해서 진행되었다. 특히 도시 내 슬럼화를 둘러싼 복잡한 관계성의 특징을 살펴보는 과정은 도시 슬럼화의 본원적 의미를 파악할 수 있는 기회를 제공해준다. 최근 관광을 이용한 새로운 도시재생 방법이 나타나고 있는데, 전혀 개발을 하지 않은 슬럼상태 그대로를 관광자원화의 한 과정으로 보고 이를 통해 도시 내 경제 활성화를 도모하고자 하는 노력들이 나타나고 있다. 그 대표적인 예가 빈곤관광, 슬럼관광으로 불리는 관광유형이며, 본 연구에서는 이 관광유형으로 부산 감천마을의 도시재생 사례를 들었다. 빈곤관광, 슬럼관광의 진행과정에는 윤리적 문제가 수반된다. 한 도시의 재생과정에서 나타날 수 있는 개인관계의 상호작용, 교환관계, 갈등관계 등이 빈곤관광을 매개로 관광이 지닌 다양한 융합문화적 성격의 윤리적 쟁점들로 나타나게 된다. 따라서 빈곤 관광객을 중심으로 진정성을 추구하고자 하는 욕구와 도심 내 다양한 기술력을 통해 개발을 기대하는 욕구 사이의 갈등관계에 대해서도 면밀하게 고찰해 볼 필요가 있다. 본 연구는 관광윤리를 논의하기 위해 필요한 관련 이론을 적용하는 과정에서 문화융합적 연구로의 확대를 시도했다. 따라서 본 연구의 이행을 통해 논문의 분석 결과가 학제 간 통합적 연구의 실질적인 선행연구로서 기능할 수 있을 것이다. 즉 본 논문이 관광을 통한 도시재생과정에서 도출되는 문제를 관광윤리적 차원에서 살펴보는 것에 그치지 않고, 추후 대안적 정책모델 구성으로 이어지기를 바란다.
