In a departure from trends observed since the 1990s, North Korea in recent years has embarked on and upheld a concerted effort to establish rigorous centralized oversight over industrial activities. As a component of this endeavor, warnings were issued to factories and corporates regarding their joint ventures with the market sector, along with the latitude and autonomy they had previously enjoyed. This action was undertaken under the banner of “eliminating the self-centredness tendencies of special units,” symbolized by the Korean People’s Army. The recent trajectory of these policy changes can be construed as a reflection of new power relationship that has reduced the military's political influence and strengthened the role of the party apparatus compared to previous periods. Concurrently, this realignment is underpinned by an imperative to centralize national resources, driven by the country's ongoing restructuring of its military force structure from conventional troop-centric one towards a prioritization of nuclear and missile capabilities, thus necessitating a heightened centralization of resources.
