This study aims to analyze the ordinances related to women-friendly cities of 17 metropolitan governments from the perspectives of gender and local governance, and to propose a standard ordinance for women-friendly cities. The analysis reveals that while most ordinances have a basic framework, there are large regional disparities and much room for improvement in terms of specificity and effectiveness of the content. In particular, provisions on citizen participation, accountability, and transparency from the local governance perspective were often inadequate, and policies considering active measures and intersectionality from the gender perspective were also lacking. Thus, this study proposes a standard ordinance for women-friendly cities that integrates gender and local governance perspectives. Policy implications include developing central government-level guidelines for enacting and revising women-friendly city ordinances, establishing a platform for comparative evaluation of policies and sharing best practices among local governments, supporting capacity building of local governments, strengthening cooperation with civil society and activating citizen participation, introducing a certification system for women-friendly cities, establishing policies reflecting intersectionality, and operating cities using smart technologies. Future research should conduct comprehensive analysis of ordinances, policy implementation status, and effectiveness, expand the scope of research to basic local governments, conduct international comparative studies, and analyze the linkage between gender equality policies and other policy areas.
