본 연구는 한국전쟁을, 북한의 중립화실현전략의 연관 속에서 규명하고, 이를 통해 북한과 일본 혁신정당 간의 관계에서 나타난 내재화된 불안정성이 북일정당 관계에 어떻게 영향을 미쳤는지 드러내고자 하는 시도이다. 한국전쟁 당시, 북한과 일본공산당은 프롤레탈리아 국제주의로 이뤄진 당제관계(党際関係)로서 북한에 적극적으로 호응했으며, 이에 더 나아가 일본혁명을 이루고자 하였다. 이러한 일본혁명은 일본 중립화라는 전략으로 표현되었으며, 북한도 이에 대해 강하게 호응하였다. 즉 북한은 민전(재일조선인 민주통일전선)을 포함한 일본공산당과 의견이 일치되어 공동투쟁에 대해 수용하기도 했다. 그러나 이는 일본 중립화 실현을 위한 허용범위내에 포함된 것이었다. 하지만 일본공산당이 민전을 포함한 조선인들을 노동혁명, 전위투쟁에 전면으로 내세워 민전과의 갈등이 시작되었으며, 결국 내재화된 불안정성이 표면화되어 일본공산당으로부터 결별하게 되는 수순에 이르게 된다. 한편 일본사회당은 한국전쟁에 맞추어, 당의 태도를 통해 북한남침론을 강하게 주장하였고, 일본의 안보 및 세계평화라는 구조적인 요인내에서 국제연합의 지지, 평화론이라는 현실적 혁신정당의 역할을 모색하였다. 이러한 역할은 북일 당제관계(党際関係)에서 우호당으로서의 위치가 실추되더라도 당내파벌을 잠식시키기위한 결정이기도 했다. 그러나 이는 북한과의 관계에서 진일보하지 못하는 장애요인(내재화된 불안정성)을 동반하게 된 것이다. 북한과의 관계복원이라는 측면에서 좌파사회당은 지속적으로 정전이후에 한반도 비무장화와 평화적해결 역할을 모색하였다. 이러한 과정 속에 북한과 일본공산당과 일본사회당의 당제관계(党際関係)의 기본틀이 형성되었다. 따라서 대일관계에 관한 남일(南日) 북한 외무상의 성명이 발표되자, 프롤레탈리아 국제주의를 바탕으로 기민하게 당제관계(党際関係)가 성립되고, 형제당, 파트너쉽관계를 확고하게 만들었다는 측면에서 한국전쟁 당시의 북･일당제관계(党際関係)는 중요한 의의를 지닌다.

This study examines the Korean War in the context of Democratic People’s Republic of Korea, strategy for realizing neutralization and reveals how the embedded instability in the relationship between North Korea and Japanese political parties affected it. At the outbreak of the Korean War, the DPRK and the Japanese Communist Party had an established relationship based on proletarian internationalism and the goal of a Japanese revolution, which was expressed as a strategy of Japanese neutralization. North Korea responded strongly to this idea, and, along with many of the minjeon (ethnic Koreans living in Japan), supported the Japanese Communist Party and worked toward a Japanese revolution as a joint struggle. However, this alignment of goals was fairly narrowly focused on the realization of Japanese neutralization. Conflict with the minjeon began when the Japanese Communist Party put the Koreans, including the minjeon, at the forefront of the labor revolution and revolutionary struggle. This exposed the inherent instability and led to a fracturing of the relationship between North Korea and the Japanese Communist Party. The Japanese Socialist Party, in contrast, strongly insisted on the DPRK invasion theory of the Korean War’s origin and sought the role of a rational political party, supporting the United Nations and peace efforts. While this stance risked damaging relations with North Korea and had to overcome some internal resistance, it sought to align with Japan’s security interests and global peace initiatives. This approach presented obstacles—significantly, embedded instability—that hindered rebuilding ties with the DPRK. Following the armistice, the left-wing Socialist Party continued to seek a role in demilitarizing the Korean Peninsula and officially ending the war. These efforts sought to build on the existing framework of party relations between DPRK and the Japanese Communist and Socialist parties. North Korea’s relationship with Japanese political groups during the Korean War was significant in that, initially, shared communist ideology fostered a strong connection; however, the party relationship ultimately dissolved due to conflicting agendas.
