This paper examines the operational model of private history museums by focusing on the ‘1923 Museum of Memory and Peace’, highlighting its challenges and future prospects. The 1923 Museum is a private history museum dedicated to the Kanto Massacre of 1923, located in Byeongcheon-myeon, Dongnam-gu, Cheonan City, Chungcheongnam-do, a resident cooperative training center. The establishment of the museum was spearheaded by the Korea-Japan-Zainichi Solidarity for the Truth of the Kanto Massacre (1923 Solidarity), which sought to commemorate the 100th anniversary of the massacre and to consolidate the legacy of its civic activism. Over the past 15 years, the organization has engaged in multifaceted activities, amassing extensive records and materials related to the Kanto Massacre to raise public awareness about this tragic historical event. These efforts culminated in the founding of the 1923 Museum.
The establishment of the 1923 Museum was led by the Korea-Japan-Zainichi Solidarity for the Truth of the Kanto Massacre (1923 Solidarity), while its operations are managed by the social cooperative ‘Memory and Peace’. Beyond merely exhibiting the outcomes of past activism, the museum seeks to design and manage its entire framework within the context of public history, actively collaborating with young historians.
The museum recognizes the necessity of not only showcasing the events of the Kanto Massacre but also conveying the civic movements in Korea and the critical issues they have raised. Its overarching aim is to encompass both the history of the massacre and the associated civic activism. Furthermore, rather than focusing solely on reproducing the ‘brutality’ of the violence perpetrated by the Japanese state and its citizens, the museum strives to facilitate a deeper understanding and reflection on the Kanto Massacre within contemporary contexts.
The 1923 Museum faces numerous operational challenges as a private, unregistered museum. While registration is necessary for the stable operation of the museum, the paradox lies in the fact that its operational instability prevents it from meeting the requirements for registration. Despite these difficulties, the 1923 Museum continues to make various efforts to fulfill its mission. As the only museum in Korea dedicated to the Kanto Massacre, it is committed to preserving and conveying the history of discrimination, hatred, and violence with authenticity and integrity.
