The “Plant Facilities Act,” which aims to establish the foundation for the development of the mechanical equipment industry and ensure safe and efficient maintenance management of mechanical equipment, has been enforced since April 2020. However, currently, although plants are regulated by laws such as the Building Act, the Industrial Safety and Health Act, the Energy Use Rationalization Act, and the Environmental Impact Assessment Act, they are designed, constructed, and maintained based on internal know-how of the plant companies without separate safety standards. Plant facilities are an aggregation of mechanical equipment technology, and as large-scale businesses such as power plants, chemical plants, oil and gas plants, and renewable energy plants, maintenance and management for various types of corrosion and damage caused by cracks are important along with performance maintenance. Especially, it is important to maintain performance and safety even in disaster situations such as explosions, fires, and earthquakes, to prevent secondary damage. Therefore, in this study, we aim to analyze the selection of target plants for the establishment of safety standards for plant facilities and the content of safety standards.
