The Japanese notation uses kanji and kana. However, Chinese characters have long been considered challenging because of the effort required to master them. The use of Joyo kanji in Japan is a social norm. In Japan, Joyo kanji was revised six times. The Joyo Kanji, published in 1923 and 1931, were created during a period when the potential abolition of Chinese characters in Japanese writing was under consideration. However, in 1942, the number of Hyojun kannjihyou increased due to the war escalation and Kokutai sisou.
After Japan's war defeat, Toyo kanji, consisting of 1850 characters, was published. Although the number of Chinese characters decreased, the function of social control was strengthened. In 1981, Joyo kanji was revised to 1945 characters. Specifically, the nature of the norms was relaxed from strict standards to more flexible guidelines. The 2010 revision, which increased the Joyo kanji list to 2,136 characters, was designed to meet the needs of the information society.
