The purpose of this article is to examine Japan's policy on university closures and, through this, to seek policy implications necessary for adjusting Korea's policy on university closures. The current guideline for Japan's university closure policy is the "Grand Design for Higher Education toward 2040 (Reply)" announced by the Central Education Council, an educational policy advisory body to the Ministry of Education, Culture, Sports, Science and Technology, on November 26, 2018. As of December 2022, there are 807 four-year universities. Cases of four-year private university closures began to appear after 2003. Looking at the characteristics of the 15 closed universities, 13 cases were voluntary closures due to continued shortfalls in enrollment quotas, and 2 cases were closures due to sanctions from the Ministry of Education, Culture, Sports, Science and Technology. In terms of policy implications, first, a legal basis is needed to establish a comprehensive management system that can smoothly proceed with school closure or liquidation procedures. Second, it is necessary to provide support for structural improvement of failing universities and to devise a step-by-step exit plan. Third, a financial support system for private universities, such as Japan's private college promotion system is needed. The Japanese case suggests that in response to the rapid environmental changes surrounding Korean universities, it is urgent to establish long-term comprehensive measures, including expanding the exit path for failing universities and establishing measures to protect students and faculty.
