This study analyzes how the policy of extending the retirement age for professional military majors was formed and developed through Kingdon’s Multiple Streams Framework (MSF). While policy research on military organizations has been limited due to their national security nature, the extension of majors’ retirement age has emerged as a key policy agenda amid demographic changes and challenges in securing skilled officers. This study explores the dynamics of policy formation through qualitative analysis of law and institutional reform proposals, media coverage, defense ministry reports, and parliamentary records since the mid-2010s. The analysis reveals that the policy window opened through the convergence of three streams: the problem stream highlighting the demographic cliff and loss of skilled officers; the policy stream presenting various alternatives including gradual retirement age extension; and the political stream combining public support with institutional movements in parliament and government. Notably, members of the National Defense Committee and the Ministry of National Defense, acting as policy entrepreneurs, strategically coupled these streams to pursue legislation. This study contributes to the field by supplementing the scarce empirical research in military and defense areas and systematically capturing non-linear policy-making processes through the Multiple Streams Framework. Furthermore, by confirming that policy windows and policy entrepreneurs are key variables in military personnel policy changes, it provides practical implications for the development and implementation of similar policies in the future.
