The National Security and Directive League(NSDL, Kukmin Bodo Yonmang), organized by Korean government in 1949, was the legacy of Japanese government's controlling method of political & ideological ex-prisoners. NSDL was one of the fascism-oriented organization, and modified Japanese organization. The founders of NSDL were different from the men who were in charge of the NSDL massacre. Chang Sukyoon was in charge of preventive arrest of NSDL members at the early phase of Korean War. He was the chief of Police Department, Ministry of Home Affairs. He was an well-trained specialist of political maneuver and intelligence operation by the U.S. intelligence agency. Before the official decision and order by the Korean government, he repeateclly ordered police to detain the NSDL members and the marked person. The preventive arrest started by his order in June 26, 1950 and continued to the early July. After the short term detention, the massacre of NSDL members was started by the military and the police. The main reason of the massacre was preventive slaughter of political factors that might benefit the enemy, but it brought the effect of strengthening the unity of Korean military, police, and right wing people. The U.S. representatives, i.e., the Military Advisory Group, the U.S. Embassy, were well aware of the process and plan of political massacre, but they assumed the attitude of an onlooker.
