The diocesan bishop, it must be remembered, "knows in whom it is that he has come to place his faith" (2Tim. 1, 12), and he must "desire that all people come to salvation"(1Tim 2, 4). The diocesan bishop must also remember that he does not do all things of himself rather it is "through Him that I am able to do all things" (Phil 4, 13) and that this seeking of Christ's will and the exercise of his power is a function of the service of Christ himself.
Over centuries procedures for governance in the Church and the election of bishops has gone through a process of change. The power of bishops and the influence of the Holy See has also changed. Accordingly it is right to expect that such change in the future as well, according to the needs of the times and changing circumstances. But in an age when 'authority from above' is not readily accepted, the Church's position as a "exceptional case" in following a model of authority which runs counter to the times, may not continue to find adherence. The day may well come when the Church again takes as its model the style of the authority modelled on that of the early Church based on 'power from below'. It would seem advisable that therefore the hierarchy(clergy) themselves work towards such change introducing a new environment of power and authority, before a crisis is forced upon them.
The role of diocesan bishop (ordinary) is an onerous enough cross in itself. Should one desire to carry this cross alone it is indeed a burdensome one. The bishop must carry it with his Lord and Master Christ, and naturally with the support of the members of the diocesan curia, the diocesan senate of priests and the diocesan priests' council, and so that they may thus become more involved in governance, there is a need to delegate further authority to them.
We do well to recall the words of the apostle Peter when he says, "we are to devote ourselves to prayer and the proclamation of the word"(Acts 6, 4). Should the ordinary thus delegate(share) his authority with the members of the diocesan curia, the diocesan senate of priests and the diocesan priests' council, the bishop will again recover his true and inherent character as a proclaimer of the Word and sanctifier and his proper role as shepherd of the diocesan flock along with his clergy, religious, and his brothers and sisters of the laity, and together further the task of building up God's heavenly Kingdom.
The ordinary is obliged to tend and care for the flock in his care daily basis and throughout the tenure of his office. To do so effectively he needs the humble wisdom to know that he cannot achieve this task adequately unaided and alone. Naturally this does not mean he no longer needs to exert his utmost efforts to this end, but rather to realize it is to be done in collaboration with the flock of Christ.
We remember that the Lord Jesus always accompanies the Church and its leaders, and in particular, the bishops who assume the service of the flock. The bishops, in turn, endeavor to fulfill faithfully their calling thus fulfilling the mission they have from Christ.
When difficulties are encountered difficulties we do well to remember that "to be firm, steadfast, always fully devoted to the work of the Lord, knowing that in the Lord your labor is not in vain" (1Cor 15,58). In this spirit the diocesan bishop strives to carry out the ministry entrusted to him by Christ.
