Despite the ups and downs of political(electoral) fortunes, the West European social democratic parties have been suspected that they ceased to be social democratic in ideology and policy orientations since a quarter century ago. Such a suspicion arises from the observation that, distancing continually themselves from labour politics, they have been content with democracy only at a formal, procedural level without paying much attention to the socio-economic dimension of party politics. Behind such "a democracy without labour", it has been alleged, lie several structural factors like the decline of working class movement, the influence of neo-liberal globalization, and the rise of identity politics, etc. The reality, however, is much more complicated than indicated here. This paper points our that we still enjoy ample opportunities for the revival of the working class politics depending on the capacity, willingness and strategies of political leadership for class formation. It emphasizes that the question of democratic deficit at the substantive level can and should be solved by further democratizing democracy, namely, by expanding and deepening democracy at the socio-economic area. Such 'aggressive social democratic strategies' consist of two parts: the 'external' democratization for those who are crowded out of the market and the 'internal' democratization for those who suffer from various insecure employment conditions within the market. The former relates to the substantial building up of a more consumption-oriented traditional type of welfare and the latter focuses upon reforming the governing structure of companies by introducing stakeholder concept and spirit into it. Finally, this article emphasizes all the democratizing efforts should be spearheaded by political initiatives and, in that sense, strengthening democracy at the procedural level should still remain most critical.
