This paper is to study the organization of the Gaya(加耶)'s unique “The Two Bu(部) System of Upper-Lower(上ㆍ下2部制)” by making basic analysis on the word ‘Ha-Bu-Sa-Ri-Ri(下部思利利) inscribed on the earthenware excavated in Jeopo-ri(苧浦里), Hapcheon(陜川), which is the only material to demonstrate the organization of Bu(部) in the Gaya.
The E-zone 4-1 tomb in Jeopo-ri, where the earthenware inscribed with the inscription ‘Ha-Bu-Sa-Ri-Ri’, was build in the 2nd quarter of the 6th century, when the Gaya was in favorable relationship with Silla(新羅). The inscribed earthenware was originally interred with the buried man, Sariri(思利利) in Ha-Bu(下部), who came from Okjeon(玉田) and was assumed a low or middle level of working staff after moving to and being settled in this area around the period of the Marriage League with Silla. It has high possibility that the Gaya's upper-lower two Bu's name had been produced by itself. The system itself was imported from Silla, affected by Goguryo(高句麗) and was operated through the influence of Baekje(百濟).
Unlike that of Three Kingdoms(三國), the Gaya's Bu features upper-lower two system, which consisted of Gara-guk(Jisan-dong Ancient Tomb's Group;加羅國) and Dara-guk (Okjeon Ancient Tomb's Group;多羅國). Gara-guk, the leading state of the Gara Regional League, organized the governing place of Gara-guk and Dara-guk bordering with the kingdoms into two parts of Sang-Gara-Do(上加羅都) and Ha-Gara-Do(下加羅都). Along with the forming of Gara Regional League, these two neighboring groups worked jointly on the iron resources and international issues and formed a political league of “The Two Bu System”, typical to the ancient state.
Around the 6th century, the Jisan-dong Ancient Tomb's Group held a dominant position and had an influence on the Okjeon Ancient Tomb's Group. Nevertheless, the Okjeon Ancient Tomb's Group had held its originality to keep multiform cultures as shown in the interment of defensive affairs and prestige materials and various cultural exchanges with neighboring areas. Through the article on the Marriage League and the inscription ‘Ha-Bu-Sa-Ri-Ri', we can find the double functions that the Okjeon Ancient Tomb's Group kept its own originality, and played a gateway role toward the Jisan-dong Ancient Tomb's Group.
Finally, from the organization of Gaya's upper-lower Bu system, Gara-guk, developed around Goryeong(高靈) and Hapcheon, was based on the framework of league system, but it can be affirmed that it has also a feature of an ancient state partly instituted with section system.
