It has been twenty years since the Urban Design Guideline in Korea had been established. From 1991 similar district planning system called Detailed District Planning System had been used together and eventually, as the newly unified regulation, the District Unit Planning System was born in order to prevent from the confusion in use of the two regulations any more after new revision of Urban Planning Law in 2000. Meanwhile the district planning system has been continuously developed and changed for strengthening its enforcement power. However the district planning system has still hardly affected on the urban spatial form in the built-up area.
This study is aimed to analyze the application effect of the Urban Design Guideline in the built-up area and to find out the difficulties and the improving factors for the new application of the District Unit Planning System in the near future.
The results are as follows. The study area-the commercial zone near the Ewha Womans University in Seoul-is a very active and potential area for future continuous development. Meanwhile the Urban Design Guideline has influenced on the area continuously and considerably not only in the new construction but also in the extensions and repairs. however has not been perfectly performed according to the guideline. Because land owners didn't follow the direction of the rational guide in co-development and there were no continuous administrations and controls for enforcement. and no penal clauses for the nonfulfilment because of the uncertain character of the recommendation or inducement. And the each performance of the guideline was not always harmonized between buildings each other. And there were unlicensed commercial activities like the settings of sunshades and exhibitions of the goods and sales.
Therefore. for better guide and development promotion under the enforcement of the new District Unit Planning System. more detailed directions for continuous administration and entire adjustment. the certain presentation of the character of the inducement and recommendation. penal clauses for unfulfilment of the guideline. self-administration between merchandises, the presentation of the common district images and develope common profits and of the reasonability of the development, the gradual development method positive intervention of the public organizations, and their precedence of the development for prefe necessities of the district are needed.
