This research uncovers the relationships between land use plan and city revenue. Although city government has used land use plan for increasing city revenue, there has no scientific and quantitative data on the land use policy. Thus, this research analyzes relationships land use plan and city revenue based on statistical methods. According to literature review, it shows that many city governments try to increase city revenue using land use plan for overcoming their fiscal difficulties occurred by federal government’s devolution. It means that land use policies reflect city government’s wishes that increase city revenue. Thus it is possible to evaluate land use policy by measuring the amount of tax revenues(property tax and sales tax amount) which are produced by each land use amount. To classify land uses, it uses LCBS(Land-Use Classification Standard) which was created by APA(American Planning Association). Using city land data based on LCBS and fiscal data which were obtained from 766 cities by questionnaire survey, this study proposes quantitative result about the relationship between land use and city revenue. To produce the result, this study used regression analysis and ANOV A. The results are as followings. 1) land use plan can promote fiscal efficiency in local government by adjusting land use amount. 2) Proper amount of residential and industrial land use may increase city revenue. 3) Two third of total revenue can be explained by property tax and sales tax.
